Disabled protesters 'depressed' over £60m adult care cuts

DISABLED campaigners said they feel "depressed" following a decision by Derbyshire County Council to make millions of pounds of cuts which will affect adult care services. Around half a dozen people staged a protest before a meeting of Derbyshire County Council earlier today which was to decide the cuts. Members of the Disabled People Against Cuts action group staged the protest ahead of the authority's cabinet meeting at County Hall, in Matlock, in the hope of persuading it to axe plans to cut £60m from the care budget over the coming years. Some proposals were approved this morning – including the threshold for services being raised so that only people with "substantial" needs qualify for free care. The council – which must slash £157 million from its budgets by 2018 – offered a glimmer of hope to protesters by agreeing to look at using reserve funds to make some of the savings that are required. Nevertheless, Gary Matthews, spokesman for Disabled People Against Cuts, said: "It is a sad day for people in Derbyshire. More than 1,000 people will be deprived of care due to the changes that were voted in." Derbyshire County Council agreed on a set of recommendations, including the threshold for access to free adult care services being raised from "higher moderate" to "substantial". This means 2,700 people out of 8,500 receiving council-funded care and support will no longer be eligible, saving £4.5 million per year. People who miss out will be able to buy care privately. Another proposal agreed was to lower the amount of income a person can have before they have to start contributing towards their care. And people who have more than £50,000 of capital or savings, not including homes, will now have to pay for 100% of the support they receive instead of currently, where people with £50,000 to £100,000 pay 25%. The council also approved a charge of £5 per day for transport to adult care services. But Councillor Clare Neill, cabinet member for adult social care, said the council would not "leave vulnerable people out". She said: "I have been working with the NHS and there will be regular reports so that we can monitor what is happening with individuals. Should their health deteriorate, we will re-assess their needs." Council leader Anne Western, said she "absolutely empathised" with the campaigners, saying: "This is not what we want to do. We are trying to do the best we can but we can only spend the money we have got." She said council auditors would be looking through its finances, adding: "I can give you the assurance that we are looking at these figures very clearly to reduce financial cuts as far as we are able to." But Mr Matthews said it was a "small victory" and that he felt "depressed" by the news. He said: "Let's hope we can put pressure on them to take the situation a lot more seriously."

MILLWALL have snapped up FC Halifax Town hot-shot Lee Gregory. The Lions are reported to have paid around £250,000 for the 25-year-old striker. Gregory hit 31 goals for Halifax last season, helping the Shaymen reach the Conference Premier play-offs. The former Mansfield Town front man has agreed a three-year contract at The Den. "I think our fans will take to him and he'll score goals for us next season," said Millwall boss Ian Holloway. "As a player, Lee's movement and finishing reminds me of Neil Harris and if he can enjoy anything like Chopper's success at Millwall, I'll be delighted."

Warning over e-cigarette chargers

A warning has been issued over electronic cigarette chargers after devices exploded in people's homes.Derbyshire County Council's trading standards team have issued the alert after handling several reports of electronic cigarette batteries overheating or exploding while being charged. In one incident a 68-year-old woman living in a private care home in Hasland, Chesterfield, died following a fire in her room, which firefighters later attributed to an e-cigarette battery part overheating. The council's trading standards officers carried out an investigation following dozens of complaints about unsafe e-cigarette chargers and batteries. They visited 14 shops across the county and bought re-fillable e-cigarettes, wall chargers and e-liquids from independent shops specialising in the products. The products were sent away for testing and results showed that many of the items purchased did not meet acceptable safety standards. Shops found selling the unsafe products have been re-visited and the products have been taken off the shelves. As well as unsafe products being sold, trading standards are also concerned that people are not using products that are compatible with each other, are not reading instructions on how to charge the products safely and are leaving them unattended while they are charging. Trading standards have teamed up with Derbyshire Fire and Rescue Service to issue the following safety guidelines and are urging anyone who uses e-cigarettes to follow the advice. The guidelines are: • Only use the connectors and chargers specifically provided for use with the battery• Don't buy batteries or other items that don't have instructions - all batteries must be sold with instructions for use and always follow the manufacturer's advice • Don't leave a charging battery unattended • Don't exceed the recommended charging time and disconnect the battery when charging is complete• Only charge in a location fitted with a smoke alarm and well away from flammable materials, soft furnishings, beds, sofas and carpets. Don't charge batteries in an unattended vehicle• Handle batteries with care and remove from equipment when not in use• Replace batteries that have been damaged, dropped or overcharged - they may have a higher risk of fire or explosion. Use replacements made by the manufacturer that produced the device• Be wary of low-priced, unbranded products• Keep the original product literature for future reference. Councillor Dave Allen said: "We're not saying don't use these products and I would always encourage people to make every effort to give up smoking. "What we are saying is that this new technology isn't without potential risks if it is used incorrectly or chargers and batteries are sub-standard. "A fire at home can have devastating, and even fatal consequences, and we are urging people to follow these simple guidelines and keep themselves safe." Derbyshire Fire and Rescue Service Fire Investigation Station Manager Mark Bailey said: "I would encourage anyone who uses an e-cigarette to follow the safety advice issued by trading standards to ensure not only their own safety but also everyone in the house. "It is essential that everyone has a working smoke alarm fitted on every level of their home, to provide vital early warning of a fire."

DERBYSHIRE were down to their last five wickets and had still not erased their first innings deficit at tea on the third day of their LV County Championship match at the 3aaa County Ground. After bowling Surrey out for 421, Derbyshire were 165-5 going into the final session of the day with all five wickets falling to spin. They still trailed by 103. Surrey, eight wickets down overnight, added 29 runs for their last two wickets, with Chris Tremlett going on the attack but only after the 110th over had passed with no fifth batting point for Surrey and no third bowling point for Derbyshire. Tremlett hit two further sixes before he was caught at long off by Tony Palladino to give Tom Taylor a second wicket, having made 43 with four sixes and two fours. In the next over, Jade Dernbach backed away from a full length Mark Footitt ball and was bowled, giving the bowler his 150th first-class victim and leaving him with 4-63 in the innings. Openers Stephen Moore and Paul Borrington put on 62 before Moore pushed forward to spinner Zafar Ansari and was caught behind for 30. Borrington was out for 38 in the sixth over after lunch when he chopped down at a ball from Gareth Batty and the ball spun back on to his stumps at 86-2. Marcus North hit Zafari for six but was bowled by the next ball for 16 and Wayne Madsen was caught at silly point for 26 off Batty at 123-4. Alex Hughes and Scott Elstone resisted for 19 overs before Hughes' indecision brought an lbw for Zafari after he had made 18 at 159-5, leaving Elstone (27) and Gareth Cross (2) to carry on the battle.

Rams fan Nick, known by his nickname of Seph, said: "We spent a long time looking round for the best deals and managed to get all our flights and hotels for £1,700. Scoops, on Normanton Road, makes all its own gelato on-site and will be donating the money from each scoop sold to the Normanton All Stars under 13s. SURREY will come back for the fourth day of their LV County Championship match at the 3aaa County Ground needing only 21 to win. After bowling Surrey out for 421, Derbyshire were dismissed for 288 in their second innings as the away side claimed the extra half-hour, despite an unbeaten half-century for David Wainwright. That left them ahead by only 20 and staring inevitable defeat in the face. Surrey, eight wickets down overnight, added 29 runs for their last two wickets, with Chris Tremlett going on the attack but only after the 110th over had passed with no fifth batting point for Surrey and no third bowling point for Derbyshire. ROTHERHAM United will be Derby County's first opponents when the 2014-15 Championship campaign gets under way. The newly-promoted Millers will visit the iPro Stadium on Saturday, August 9. Here, we take a look back at the Rams' past 10 season openers... 2013-14 Derby County 1 Blackburn Rovers 1 A LATE strike from Leon Best denied Derby a winning start last season. Best's 89th-minute volley earned Blackburn Rovers a deserved point at Pride Park.Johnny Russell had put the Rams ahead shortly before half-time from the penalty spot on his debut following his summer move from Dundee United. Russell sent Derby-born keeper Jake Kean the wrong way from 12 yards after midfielder Alex Marrow was deemed to have handled Jamie Ward's free kick into the box. 2012-13 Derby County 5 Scunthorpe United 5 (aet Derby lost 7-6 on pens) UNUSUALLY, last season started with a midweek League Cup first round tie and it turned out to be an extraordinary game. Derby led 3-0 at half-time, then 4-1 and were still 5-3 up going into stoppage time – but League One Scunthorpe grabbed two late goals to level at 5-5 and take the tie into extra-time. A penalty shoot-out eventually settled the match, with the Rams losing 7-6 after Tom Naylor's spot kick came back off the underside of the crossbar. Derby's goals came from Richard Keogh, Jake Buxton (2), Theo Robinson and Nathan Tyson. Robinson also had a penalty saved in normal time. Nigel Clough's men went on to draw their opening league fixture 2-2 at home to Sheffield Wednesday. 2011-12 Derby County 2 Birmingham City 1 THE Rams came from behind to ensure they made a winning start to their Championship campaign against newly-relegated Birmingham. Curtis Davies put the visitors ahead at Pride Park but fellow defender Jason Shackell marked his debut with a goal to equalise and Steve Davies' swerving strike three minutes before half-time proved to be the winner. Midfielder Craig Bryson and full-back Kevin Kilbane made their Derby debuts along with Shackell, while winger Lee Croft was handed his first league outing since Boxing Day 2009. It was the third year in a row that the Rams have won 2-1 on the opening day. 2010-11 Leeds United 1 Derby County 2 DERBY sent rivals Leeds to their first opening-day defeat for 21 years at Elland Road. On arriving in South Yorkshire, Rams boss Nigel Clough asked his players to get off the team bus 500 yards from the ground and walk the final stretch among the home fans. It was a tactic that paid off as Rob Hulse fired the visitors into an early lead. Luciano Becchio levelled soon after but the Rams regained their advantage when Kris Commons slotted home a penalty after Tomasz Cywka had been brought down in the box. The margin of victory could have been greater had it not been for an inspired display by home keeper Kasper Schmeichel. John Brayford, James Bailey and Gareth Roberts put in eye-catching debuts, while Shaun Barker– a surprise inclusion in the squad having missed all of pre-season due to injury – produced a fine second-half display after replacing the stricken Russell Anderson. 2009-10 Derby County 2 Peterborough United 1 THE Rams got their season off to a winning start for the first time in seven attempts. It took only four minutes for the home side to open the scoring – Miles Addison bravely heading in after being set up by new signing from Burton Albion, Jake Buxton. A defensive mix-up handed Posh a 84th-minute equaliser, George Boyd scoring from the spot after goalkeeper Stephen Bywater's rash challenge on Shaun Batt. However, Derby sealed the points three minutes later with a scrambled winner from Gary Teale. Centre-back Buxton impressed on his debut, as did Dean Moxey and Lee Croft. 2008-09 Derby County 0 Doncaster Rovers 1 PAUL Jewell's new-look Derby side were booed off after beginning life back in the Championship with a home defeat by Doncaster. Nine players made their Rams debuts, include seven starters. Of the starting 11, only Roy Carroll, Tyrone Mears, Jay McEveley and skipper Alan Stubbs survived from Derby's Premier League nightmare. Doncaster's Lewis Guy netted the only goal of the game after 59 minutes. 2007-08 Derby County 2 Portsmouth 2 THERE was little sign of just what was to come as the Rams opened their Premier League campaign with a hard-earned draw at Pride Park following promotion. Matt Oakley's goal gave the home side the perfect start before Benjani levelled for Pompey. John Utaka's 83rd-minute strike put the visitors ahead but the Rams hit straight back, defender Andy Todd sending an unstoppable header past David James from Gary Teale's cross. Portsmouth manager Harry Redknapp was full of praise for midfielder Oakley afterwards, saying: "I thought Matt was terrific for Derby – he's a great lad and a good player." Rams boss Billy Davies set a target of 42 points for survival – they managed only 11. 2006-07 Derby County 2 Southampton 2 FORMER Rams boss George Burley returned to Pride Park with Southampton and looked to be on his way to collecting three points before Paul Peschisolido grabbed a late equaliser for the hosts. Derby deserved their half-time lead, given to them by midfielder Seth Johnson, but lost their way after the break. Gareth Bale showed a tantalising glimpse of his burgeoning talent, equalising with a stunning free kick, before Bradley Wright-Phillips smashed the Saints ahead. It stayed that way until 90 minutes, when 35-year-old Peschisolido popped up to earn the Rams a share of the spoils. 2005-06 Derby County 1 Brighton & Hove Albion 1 PHIL Brown's tenure as Derby manager got off to an inauspicious start as they were held at home by Brighton. The Seagulls took a seventh-minute lead when Dean Hammond met Jason Dodd's free kick. Paul Peschisolido got the Rams back on level terms with a spectacular volley seven minutes later but the hosts were unable to find a winner, leaving Brown with mixed emotions. "There is disappointment at not getting all three points but to get a point from my first match is a pleasing start," he said. "We are on the board and have a platform from which to build." 2004-05 Leeds United 1 Derby County 0 THE Rams may have won on their last four visits to Elland Road but it was not always this way. They had not won at Leeds for 30 years when they arrived in West Yorkshire on a sweltering August day in 2004. And that barren run continued as Frazer Richardson's well-taken goal after 72 minutes gave a new-look Leeds side all three points. But there were signs of encouragement for Derby, who were denied a late equaliser when Ian Taylor's header hit the post before Neil Sullivan produced a stunning save to keep out the follow-up from Brazilian striker Junior. Goalkeeper Lee Camp was a surprise inclusion, preferred to Lee Grant, while manager George Burley handed debuts to Inigo Idiakez, Morten Bisgaard and Tommy Smith.

A THIEF dressed in a Homer Simpson onesie was among gang members who stole cash from Sainsbury's Local supermarket in Newhall. Four men targeted the store in the early hours of yesterday morning. They forced their way into the store and smashed a self-service till before failing in a bid to steal hundreds of packets of cigarettes. Eileen Banton, crime reduction officer, said: "We hope that the distinctive attire of one of the thieves will help someone come forward with information that will help us catch those responsible. "Investigations show that the gang entered by smashing a window that was not covered by shutters at the store. "They then forced their way inside and made their way towards the serving area. "The group focused on the middle of three self-service tills and smashed it open before taking a large quantity of cash. "They did also try to gain access to the cigarette counter but, despite their efforts to smash through, were unable to get past the store's shutter system. "The gang was made up of four males. "One was wearing a blue hooded top, one a grey hooded top and the third is described as wearing a Homer Simpson onesie. "The fourth member of the gang did not enter the premises and is believed to have stayed with a getaway vehicle. "We are appealing for people to come forward with any information. "Did they see the gang beforehand, did they see where they went or what vehicle they were in?" Anyone with information is urged to call 101 or Crimestoppers, anonymously, on 0800 555111.

Pair spend thousands to restore iconic Izaak Walton Hotel

A BUSINESSMAN has let his heart rule his head and spent a six-figure sum lovingly restoring an iconic Peak District hotel. James Keay, 42, has fond memories of Dovedale's Izaak Walton Hotel - which closed last year after running into problems - as his family had stayed there for many years. When he heard it was up for sale he joined forces with hotelier Andy Jeneson to buy it lock, stock and barrel and the pair have spent almost a year nursing the neglected building back to full health. Mr Jeneson, 37, said: "The garden was like a jungle and when I opened one of the bedrooms a barn owl flew out at me. "The wet winter had taken its toll and the bulk of the money we spent has gone on fixing things caused by a lack of investment." The first customers have now started visiting the hotel, which is named after the famous author of the historic book The Compleat Angler. Mr Keay explained he was keen to preserve the 37-roomed hotel's recent history and keep the interior's decor close to how it was before its closure. He said: "What we've done is given it a sympathetic freshen-up, rather than a complete makeover and it's been hard getting everything ready in the time. "I keep saying that we've saved the place, but I do think that's effectively what we've done. "There were developers looking at it and we really wanted to make sure it became the hotel that everyone remembers. "What happened to the Izaak Walton when it closed was quite damaging and I wouldn't say it's been easy to bring it back but we've had wonderful support from the guests, so it seems all the baggage from the past has gone and people are just delighted to see it back." Mr Keay and Mr Jeneson recruited a handful of local staff to get the hotel back on its feet and hope to be employing up to 35 people by the time the business is in full swing in the summer holidays. Mr Keay said: "It's as if the place is at the start of another journey now. We're part of something that was great, and will be great again. "I know it's going to be hard work and I haven't come in to this for the money, I've come in to it to create something really special and to me it'll be worth more than all the money in the world if people come and stay and have a great time. "That will put a real smile on my face."
